In these cases, health security becomes a matter of public security. The “serious alterations of normality” that might justify the declaration of a state of alarm include “health crises, such as epidemics” (article 4.1.b). This legal framework allows the government to temporarily limit individual freedoms such as the freedom of movement, requisition property and require mandatory service from individuals. In Spain, states of emergency are provided for in article 116 of the Spanish Constitution and regulated in Organic Law 4/1981 on states of alarm, emergency and siege. Three days later via Royal Decree 463/2020, the Spanish Government declared a state of alarm that suspended ordinary law and gave the government more powers to protect public health and security of citizens. On 11 March 2020, the World Health Organization (WHO) declared COVID-19 to be an international pandemic.
